Funding
Proposal No's 2 to 5 could be achieved relatively cheaply, with some hands-on volunteer work.
Proposal No's 1 and 6 will need to be funded from major funding providers such as LEADER, Heritage Lottery Fund, etc.
Proposal is to submit as one big project, with community groups funding or providing the labour for proposals No. 1 to 5 with a little help from Aberdeenshire Council.

Historical Scotland
Because Banff Harbour is category A listed, if any of the above proposals are taken forward they will need to be discussed with Historic Scotland.
